They were published ! And they are widely accepted. The new rules that will come into effect as soon as January 2017 on the occasion of the first continental open of the year in Africa, were validated on December by the International Judo Federation (IJF).
These new rules were elaborated based on the proposals from National federations and the 20 Directors of the IJF Coordination Committee. Those ideas were later analysed by the Executive Committee technical departments and an expanded group of experts and media representatives under the supervision of the IJF Executive Committee.
Their goal ? « To provide greater clarity and a greater dynamism » to Judo, « to give priority to the attack and to the realization of Ippon », and « to adapt Judo to the modern world and reach an increasingly large audience ».
A mixed team event at the 2020 Games ?
These rules will be presented to referees during a seminar to be held in January in Baku (Azerbaijan). Everybody who wants to will be able to watch it on live from January 5th to 8th on the IJF YouTube channel (www.youtube.com/judo). Afterwards, a test period will be opened until the World Championships next August. During this time, the new regulations can be corrected. After the World’s, a meeting will take place that will validate the set of rules until 2020.
Furthermore, the International Federation has decided to address to the IOC a proposal that includes a team event during the Tokyo Olympic Games. This event will be a mixed team including 3 women (-57 kg, -70 kg, +70 kg) and 3 men (-73 kg, -90 kg, +90 kg).
Duration of contest
-4 minutes for Men (5 minutes before) and Women to respect for parity as wished by the IOC and fight time unity for the Olympic mixed team event.
-If scores are equal, the contest will continue in Golden Score.
-Any points and/or penalties from regular time will remain on the score board.
-The decision is made by the difference of points or Shido.
Evaluation of the points
-Yuko is deleted. There will now only be Ippon and Waza ari.
-The value of Waza ari is equivalent to the Yuko’s one in the past.
-The Waza ari do not add up. 2 Waza ari are no longer the equivalent of Ippon.
-For immobilisations (Osae Komi) : during 10 seconds = Waza ari, during 20 seconds = Ippon.
-There are now 3 Shido, (instead of 4 previously). The 3rd Shido becomes Hansoku Make.
-All the actions that have been punished in the past on how to grab the Judogi (Kumikata) will not more be penalized : pistol grip, 2 hands on the same side, fingers in the sleeve…
-Kumikata will not be penalized as long as Tori is preparing an attack, but negative position will be.
-The time for taking a grip and making an attack is now fixed to 45 seconds.
-In case of a defensive attitude, Shido will be given.
-Leg grabbing or grabbing the trousers, shall now on be penalized first by Shido. It will only be Hansoku Make the 2nd time.
-If Uke attempts to avoid landing on its back by any dangerous movement for the head, neck or spine, it shall be penalized with Hansoku Make. The competitor loses this contest, but can continue in the competition if applicable.
-False breakfalls won’t be considered as valid actions. Falling on two elbows is an action that will be counted. Falling on one elbow will not.
-Anti Judo will immediately be penalized.
-The competitors shall arrange their Judogi and belt quickly between Matte and Hajime announced by the referee.
World Ranking Points
-The points will be modified. Proposition will be made shortly.
-The medallists of the Junior World Championships will get points for the Senior ranking.
